A bill to authorize and direct the Secretary of Defense and the Administrator of the General Services Administration to insure the procurement and use by the Federal Government of products manufactured from recycled materials.

Authorizes and directs the Secretary of Defense and the Administrator of the General Services Administration to insure the procurement and use by the Federal Government of products manufactured from recycled materials by: (1) studying the feasibility of such procurement including entering into research contracts for examination of the various problems of government use of products made from recycled materials; and (2) promulgating standards and regulations ensuring the use of such products by Federal departments, agencies, and instrumentalities.

Defines the term "recycled material" for the purposes of this Act.
