Prohibits States and political subdivisions from discriminating against low-and moderate-income housing in the exercise of their powers with respect to planning, zoning, subdivision controls, building codes, and other matters affecting land use.
Enables the Attorney General of the United States to bring a civil action in any appropriate district court to enforce compliance with such provisions.
Grants standing to any person who would be assisted (financially or otherwise) in obtaining suitable housing, or would derive any other benefit by or from the provision of low- or moderate- income housing in any community within a metropolitan area, who believes that there has been a violation of this Act to bring a civil action, without regard to amount in controversy, to enforce compliance or obtain other equitable relief.
Grants a priority in determining eligibility for assistance under specified Federal programs to political subdivisions which submit plans for the inclusion of low- and moderate-income housing in their development.
