Includes as Federal service for purpose of Federal employee unemployment compensation service performed in Guam in the employ of the United States or an instrumentality thereof.
Directs the Secretary of Labor to pay unemployment compensation to a Federal employee or former member of the armed forces who files a first claim while residing in Guam in the same amounts, on the same terms, and subject to the same conditions as would be paid to such individual under the unemployment compensation law of the District of Columbia if such individual's Federal service and Federal wages had been included as employment and wages under such law.
