Makes individuals meeting specified criteria eligible for the award of reasonable attorney fees, expert witness expenses, and other costs reasonably incurred in connection with participation in any rulemaking, licensing, adjudicatory, or other proceeding conducted by a Federal agency. Directs individuals entitled to such an award to file an itemized bill with the clerk of the United States district court for the district where the proceeding was held within 30 days after final disposition of the matter involved in the proceeding.
Directs the Administrative Office of the United States Courts to make payment of fees, expenses, and other costs under such awards, seeking reimbursement from the appropriate Federal agency.
Makes prevailing plaintiffs in proceedings to review Federal agency actions eligible for the award by the court of reasonable attorney fees, expert witness expenses, and other costs reasonably incurred in such proceedings. Permits the court to reduce or deny an award on account of any direct monetary benefit secured by or the resources available to the person seeking review.
Requires the Administrative Office of the United States Courts to submit to Congress an annual report on awards made under this Act. (Adds 5 U.S.C. 559, 707)
