Amends the Public Health Service Act to authorize the appropriation of specified sums in fiscal years 1976 through 1979 for the purpose of continuing Federal assistance programs for health services research and statistics and Federal programs for assistance to medical libraries.
Directs the Secretary of Health, Education, and Welfare to use and permit use of Department resources, provide technical assistance and advice, make grants, and enter into contracts for the provision of health services research and health statistics training for the purpose of aiding federally funded projects for health research experiments.
