Directs the Secretary of Housing and Urban Development to implement the program established by the Emergency Homeowners' Relief Act in any standard metropolitan statistical area during any period in which the number of foreclosures on mortgages on one- to four-family dwelling units is greater than 1.2 percent of the total number of mortgages on such dwelling units.
