Amends the Social Security Act to provide, under Title XX (Grants to States for Services), that no State shall be required to administer individual means tests for provision of education, nutrition, transportation, recreation, socialization, or associated services relating to the use of multipurpose senior centers provided thereunder to individuals aged 60 or over.
