Amends the Social Security Act to prohibit a recipient of benefits under the Old Age, Survivors, and Disability Insurance; Supplemental Security Income; and Aid to Families with Dependent Children programs of the Social Security Act; the Food Stamp Act of 1964; and the programs granting social services benefits to United States territories under the Social Security Act, from being disqualified for such benefits because of an increase in income attributable to an increase in such benefits.
