A bill to extend from April 1 to October 1, 1976, the maximum period during which recipients of services on September 30, 1975, under titles IV and VI of the Social Security Act, may continue to receive services under title XX of that Act without individual determinations.
Amends Title XX (Grants to States for Services) of the Social Security Act to permit States to determine eligibility for social services on the basis of a group composed of members whose incomes are below 90 percent of the States median income.
Extends the suspension of Federal staffing standards for child day care to October 1, 1977.
Increases the existing dollar limitation on social services. Requires States to use the additional Federal funding to increase employment of welfare recipients in child care jobs. Authorizes States to make grants to child care providers to cover the cost of employing welfare recipients. Increases the Federal matching rate for child care expenditures to 100 percent.
Extends the income tax credit, under the Internal Revenue Code, to child care employers for the wages paid to persons who receive Aid to Families with Dependent Children to September 30, 1977. Limits such tax credit to $1,000 for child care jobs.
Amends Title XX of the Social Security Act to permit States to waive Federal staffing requirements for child care centers and group day care homes which meet State standards if specified circumstances are present.
Extends the funding of services for addicts and alcoholics through September 30, 1977. Extends the requirement that special confidentiality requirements of the Alcohol Abuse Act be observed with regard to addicts and alcoholics.
