A bill to amend the Uniform Time Act of 1966 to provide that daylight saving time shall begin on the first Sunday of March and end on the second Sunday of November of each year.
Permanent Daylight Savings Time Act - Provides, under the Uniform Time Act of 1966, that daylight savings time shall be observed each year from the first Sunday of March until the second Sunday of November.
Exempts from the provisions of such Act those States which exempt themselves by law, effective February 1, 1976.
Directs the Secretary of Transportation, no later than two years after the effective date of this Act, to submit a report to the Congress on the effects of such Act. Specifies that particular attention shall be taken of the effects on energy usage, traffic safety, and school hours.
Requires the Federal Communications Commission to make adjustments with respect to hours of operation of daytime standard amplitude modulation broadcast stations.
