A bill to amend title 5, United States Code, to provide that accrued leave and years of service of an individual who transfers between a position in a nonappropriated fund instrumentality and a civil service position be transferred to his credit in his new position for leave and retirement purposes.

Entitles any individual paid by a nonappropriated fund instrumentality under the jurisdiction of the armed forces which is conducted for the comfort of military personnel, to specified leave and retirement benefits when such individual transfers without a break in service to a position to which civil service leave and retirement provisions apply.
