A bill to amend the black lung benefits provisions of the Federal Coal Mine Health and Safety Act to 1969 to extend those benefits to miners who incur pneumoconiosis or silicosis in under ground and open pit diatomaceous earth mines, or in the milling of diatomaceous earth.

Amends the Federal Coal Mine Health and Safety Act of 1969 to include death or disease incurred in open pit diatomaceous earth mines along with underground mines within the scope of coverage of black lung benefits to miners and their dependents.

Includes silicasos among the diseases covered by such Act.
