A bill to amend the Controlled Substances Act to provide penalties for persons who obtain or attempt to obtain narcotics or other controlled substances from a retail pharmacy by force and violence.

Amends the Controlled Substances Act to make the theft or attempted theft of a controlled substance a Federal offense punishable by a $5,000 fine and/or imprisonment for not more than 20 years. Stipulates that persons who attempt to steal narcotics from a pharmacy by armed robbery shall be punished by imprisonment for not less than two years or more than 25 years and/or may be fined up to $10,000.

Imposes a mandatory sentence of ten years to life for killing a person in an attempt to rob a pharmacy of narcotics.
