Amends the District of Columbia Self-Government and Governmental Reorganization Act to extend the period during which the Council of the District of Columbia lacks authority to enact legislation with respect to any provision relating to criminal offenses, criminal procedure, or prisoners and their treatment from 24 to 48 months immediately following the taking of office by the Council members first elected pursuant to such Act.
Prohibits the police department from promulgating regulations with respect to any subject which has been removed from the authority of the City Council under this Act.
