Amends the Tariff Schedules of the United States to suspend temporarily the customs duties on specified bicycle parts and accessories.

Allows the National Institute for Occupational Health and Safety to acquire from the Internal Revenue Service the mailing addresses of taxpayers for purposes of medical referral or the conducting of mortality studies.
