Prohibits the compensation of any officer or employee of the United States Postal Service, with specified exceptions, at a rate in excess of the maximum rate of basic pay for GS-18 of the General Schedule. Sets maximum compensation for those officers excepted based upon Executive Schedule pay levels.
Details guidelines regarding the continuation of those salaries which would otherwise be reduced by the enactment of this Act.
