Amends the Immigration and Nationality Act to increase to 170,000 the number of aliens from Western Hemisphere nations who may become permanent residents of the United States each year.
Provides that persons from Western Hemisphere nations with nonimmigrant status in the United States may have such status changed to permanent resident alien by applying to the Attorney General.
Provides that any alien who is proceeding against an agency of the Federal Government to have his status as a national of the United States declared may accept or continue employment in the United States pending judgment by the court.
