A bill to amend the Domestic Volunteer Service Act of 1973 to extend the operation of certain programs by the ACTION Agency.
Domestic Volunteer Service Amendments - Amends the Domestic Volunteer Service Act to permit removal of restrictions on the use of funds for University Year for ACTION, under such Act, allowing such funds to be used for other purposes, only when such funds exceed $6,700,000 in appropriations.
Authorizes the ACTION Agency to provide technical and financial assistance to Federal agencies, State and local governments, and private nonprofit organizations, which desire to use volunteers to carry out the purposes of such Act.
Limits funds for VISTA programs to 20 percent of the total funds under such Act.
Provides that any public or private nonprofit agency or organization which is providing foster grandparent services has exclusive authority to determine when and how long children may receive such services.
