Declares it to be a finding of Congress, under the National Sea Grant College and Program Act of 1966, that it is in the national interest to encourage the cooperation among and joint participation by local and State agencies of government, industries, and educational institutions in the development of coastal and marine resources.
Sets the amount of authorized appropriations for fiscal year 1976 and each subsequent fiscal year under the Act, at not to exceed $50,000,000.
Directs the Secretary of Commerce, pursuant to the Act, to initiate and support at sea grant colleges and other facilities, research programs in fields relating to the development of coastal and marine resources.
Authorizes the expenditure of funds appropriated under the Act for the payment of day-rate charges for research vessel services directly supporting sea grant programs authorized by the Secretary.
