Directs the Secretary of the Army, acting through the Chief of Engineers, to make a cooperative study with the government of American Samoa in order to develop a plan for the utilization and conservation of water and related land resources of such territory.
Directs the Secretary to consider the following needs in making the study: (1) flood protection; (2) navigation; (3) hydroelectric power; (4) water supply; (5) recreation; (6) water quality; (7) fish and wildlife; and (8) related measures for environmental enhancement and economic and human resources development.
