A bill to establish a National Commission on Food Costs, Pricing and Marketing to appraise the food marketing industry.
Federal Food Marketing Appraisal Act - Establishes a bipartisan National Commission on Food Costs, Pricing, and Marketing, consisting of five Members of the Senate, five members of the House of Representatives, and five members to be appointed by the President from outside the Federal Government.
Requires the Commission to analyze and appraise the costs, pricing, structure, and performance of the food marketing industry. Directs the Commission to make interim reports and to submit to the President and to the Congress a final report of its findings and conclusions within 18 months after the date on which funding commences.
States that such report shall include: (1) the actual trends and changes related to food industry performance; (2) recent trends in food industry economic integration and structural anti-competitiveness; (3) farm-consumer price change responsiveness; (4) labor costs in food marketing; (5) Federal, State, and local food insustry regulation; (6) the relationship between costs and nutritional quality; (7) efficient food marketing systems; and (8) the effectiveness of present statutes, public policies, and programs.
Sets forth the powers and administrative authority of the Commission.
Authorizes to be appropriated $2,500,000 to carry out the provisions of this Act.
