A bill to require the National Railroad Passenger Corporation to provide public notice of discontinuance of rail service.

Requires the National Railroad Passenger Corporation to provide public notice of the discontinuation of rail service not less than 30 days prior to such discontinuance.

Suspends for 30 days changes in rail passenger service with respect to specified trains for the purpose of providing time for representatives of labor and management to enter into negotiations.
