A bill to amend title 5, United States Code, to remove the ceiling on General Schedule pay rates, to exclude from the Federal Pay Comparability System certain executive, legislative, and judicial offices and positions, to provide that the Commission on Executive, Legislative, and Judicial Salaries transmit its next recommendations before January 1, 1977.

Sets, without reference to the Executive Schedule, specific maximum salaries for General Schedule Federal employees for calendar years through 1980. Eliminates any limit on such salaries beginning in 1981.

Repeals provisions making percentage pay adjustments based upon General Schedule pay adjustments in the salaries of: (1) Executive Schedule officials; (2) the Vice President; (3) Members of Congress; (4) Supreme Court justices; (5) circuit court and district court judges; (6) Court of Claims, Court of Customs and Patent Appeals, and Customs Court judges; (7) Court of Claims commissioners; and (8) bankruptcy referees.

Revises the periods for which members of the Commission on Executive, Legislative, and Judicial Salaries are to be appointed and during which such commission is to perform its functions.
