Amends the Federal Election Campaign Act of 1971 to permit any candidate for election to Federal office in any general election in any State, other than a candidate for the office of Vice President, to make a bulk mailing at the rate of postage applied to any nonprofit educational organization.
Requires that any bulk mailing must be made not later than 14 days before the election involved.
Provides that any payment of postage costs shall be considered to be a campaign expenditure.
Sets forth a fine of not more than $1,000 for mailings by uncertified candidates or for transmission to the United States Postal Service of any false or fraudulent information for the purpose of establishing eligibility under this Act.
