Prohibits exploratory or production drilling for energy resources on Outer Continental Shelf lands underlaying waters of the Gulf of Mexico by Federal agencies or holders of Federal leases if such waters were reserved for defense training or testing activities as of January 1, 1976.
Grants exceptions from the prohibition of this Act where (1) the President proclaims that drilling activities are essential to the security interests of the United States, and (2) the military department concerned withdraws such water from reserve for defense training or testing purposes.
