Amends the Federal Election Campaign Act of 1974 to establish as an independent establishment of the Executive Branch the Federal Election Commission, consisting of the Secretary of the Senate (ex officio), the Clerk of the House (ex officio), and six members appointed by the President with the advice and consent of the Senate. States that more than three members appointed by the President may be affiliated with the same party.
Sets members' terms at six years with one members' term expiring every year.
States that members will be chosen from among individuals who are not currently elected or appointed as an officer or employee of any branch of the Government of the United States, except current members of the Federal Election Commission.
