Agricultural and Environmental Research Act - Declares that the purpose of this Act is to enable land grant colleges and universities, agricultural experiment stations, the Agricultural Research Service and the Agricultural Extension Service to engage in educational endeavors to advance the national policy of environmental maintenance, preservation, and improvement.
Amends specified Acts dealing with such facilities to include as one of the purposes of such Acts the carrying out of research directly and primarily related to the protection, maintenance and improvement of the environment.
Directs that a copy of the annual reports required under specified Acts dealing with land-grant colleges and agricultural extension work be sent to the President and Speaker of the House. Includes in the report, required under the First Morrill Act, a description of the courses offered and research and demonstrations conducted at land grant colleges which deal with such stated purpose.
Authorizes appropriations of $20,000,000 for each of the fiscal years 1977 and 1978 for environmentally oriented courses, research and demonstrations at land-grant colleges.
