A bill to amend title 38, United States Code, to increase the rates of disability compensation for disabled veterans; to increase the rates of dependency and indemnity compensation for their survivors.
Veterans' Disability Compensation and Survivor Benefits Act - Title I: Veterans Disability Compensation - Increases generally specified dollar amounts paid to eligible disabled veterans by the Veterans' Administration.
Makes an additional payment available to veterans having a wife or child who is helpless or blind, or so nearly helpless or blind as to need or require the regular aid and attendance of another person.
Title II: Survivors Dependency and Indemnity Compensation - Increases generally specified dependency and indemnity compensation amounts paid to widows of eligible veterans and to children of deceased veterans not leaving a widow.
Title III: Effective Date - Makes the provisions of this Act effective on October 1, 1976.
