A bill to amend the Federal Election Campaign Act of 1974 to establish an independent establishment of the executive branch of the Government of the United States, a commission to be known as the Federal Election Commission.
Federal Election Campaign Act Amendments - Amends the Federal Election Campaign Act of 1974 to establish as an independent establishment of the executive branch of the United States Government the six-member Federal Election Commission appointed by the President by and with the advice and consent of the Senate. Sets members' terms at six years with one member's term expiring every year. States that members will be chosen from among individuals who are not elected or appointed officers or employees of any branch of the Government of the United States.
Confers upon the Commission primary jurisdiction with respect to civil enforcement of those provisions of the criminal code dealing with campaign funds.
