Agricultural Research Act - Declares it to be the purposes of this Act to: (1) provide greater congressional oversight of agricultural research by limiting the authorization for appropriations for such research to the fiscal years 1977 and 1978 and; (2) establish the Agricultural Research Planning and Budget Advisory Committee for the purpose of coordinating the formulation of agricultural research priorities and the formulation of budget requests to carry out such research.
Title I: Authorizations for Appropriations - Amends Federal law to terminate authorization for appropriations for agricultural research after fiscal year 1978.
Title II: Agricultural Research Planning and Budget Advisory Committee - Establishes within the Department of Agriculture a 15 member advisory body, to be appointed by the Secretary, to be known as the Agricultural Research Planning and Budget Advisory Committee. States that the Secretary shall appoint one member from each of seven specified agencies within the Department and that members shall be chosen to represent each of the following interests; (1) land grant colleges; (2) State agricultural experiment stations; (3) consumers; (4) farmers; and, (5) farmworkers.
Requires that the membership shall include, additionally, at least one expert each in the areas of: (1) the nutritional value of foods; (2) the conservation of air, soil, and water; and (3) the conservation of energy resources. Sets forth the length of appointments and pay scale for the members of such Committee.
States that the Committee's duties shall be: (1) to formulate a long-term plan indicating present and future agricultural research priorities which takes into account both domestic and international agricultural needs and determines the focus of agricultural research by the Federal Government; (2) to reevaluate and reformulate such plan and submit such revisions along with a proposed budget to specified Committees of the House and Senate every two years; (3) to perform oversight functions of Federal agricultural research programs; and (4) to prepare and submit a report of recommendations to the Secretary and Congress for the improvement of the objectives, accomplishments, and administration of the Federal agricultural research program.
Authorizes necessary appropriations to carry out the purposes of this Act through fiscal year 1978.
