States that appropriations of the Department of Commerce may be available without fiscal year limitations or for periods in excess of one fiscal year, whenever so specified in an appropriation Act.
Applies this Act to authorizations enacted after the date of enactment of this Act, unless such authorization specifically provides that funds appropriated pursuant thereto shall revert to the U.S. Treasury if not obligated or expended.
