Establishes a Select Commission on Territorial Immigration Policy to conduct a study and analysis of special treatment which should be given to residents of U.S. territories and possessions under the immigration and naturalization laws.
Requires the Commission to report to Congress within a two-year period following its establishment.
Authorizes appropriation of sums necessary to carry out this Act.
