A bill to amend the Clean Air Act.

Amends the Clean Air Act to authorize appropriations of $175,000,000 for fiscal year 1976, $50,000,000 for July 1, 1976, through September 30, 1976, and $200,000,000 for fiscal year 1977 to carry out the purposes of such Act.

Revises motor vehicle emission standards under such Act to specify interim standards for carbon monoxide, hydrocarbons, and nitrogen oxide emissions for model year 1977 and 1978 vehicles. Delays imposition of the 90 percent reduction requirement for two years until model year 1979.
