A bill to require annual appropriations for all obligations and expenditures of the Federal Government.

Prohibits any expenditure by the Federal Government under any circumstances unless an amount of money has been specifically appropriated by the Congress for such expenditure during the fiscal year in which the expenditure is to be made or during the latest session of Congress beginning before the first day of such year.
