A bill to amend the Energy Policy and Conservation Act to provide Federal financial assistance for the purpose of expanding or reopening certain existing underground coal mines.

Amends the Energy Policy and Conservation Act to authorize the Federal Energy Administrator to make loan guarantees for the expansion of existing underground coal mines and the reopening of previously closed underground coal mines.
