H.R. 11403 — A bill to amend title 38, United States Code, in order to require that the time period for the posting of jobs for veterans be 5 working days and to require that funds made available for veterans employment programs not be used for any other purpose.

Requires appropriate local employment service offices to post lists of openings at least five days before they are filled under contracts entered into by Federal departments or agencies for the procurement of personal property and non-personal services in order to notify veterans of such openings for which the contractors have provided special emphasis for the employment of qualified disabled veterans and veterans of the Vietnam era.

Removes the authority of the Secretary of Labor to approve the diversion of funds specified for veterans' employment counseling and placement. (Amends 38 U.S. 2006, 2012)
