Requires appropriate local employment service offices to post lists of openings at least five days before they are filled under contracts entered into by Federal departments or agencies for the procurement of personal property and non-personal services in order to notify veterans of such openings for which the contractors have provided special emphasis for the employment of qualified disabled veterans and veterans of the Vietnam era.
Removes the authority of the Secretary of Labor to approve the diversion of funds specified for veterans' employment counseling and placement. (Amends 38 U.S. 2006, 2012)
