A bill to convey interests of the United States in certain land in Salt Lake County, Utah to Shriners Hospital for Crippled Children, a Colorado Corporation.
Authorizes the Administrator of General Services to convey without reimbursement specified land in Salt Lake City, Utah, to the Shriners' Hospitals for Crippled Children, a Colorado corporation.
=Title II: Office of Inspector General= - Establishes in the Department of Health, Education, and Welfare an Office of Inspector General, an independent and objective unit, to: (1) conduct audits and investigations relative to HEW programs and operations; (2) coordinate and recommend policies for activities to promote economy and efficiency in the administration of, and to prevent and detect fraud and abuse in, such programs and operations; and (3) keep the Secretary of Health, Education, and Welfare, and the Congress fully informed about problems and necessary corrective measures in the administration of such programs and operations.
Stipulates that such Office shall be headed by an Inspector General appointed by the President by and with the advice and consent of the Senate. Allows the Inspector General to be removed from office by the President, but requires the President to communicate the reasons for any such removal to both Houses of Congress.
Requires the Inspector General to submit an annual report to the Secretary and to Congress summarizing the activities of the Office in the preceding year. Requires the Inspector General to report immediately to Congress, and within seven calendar days thereafter to the appropriate committees of Congress, whenever the Office becomes aware of serious or flagrant problems, abuses, or deficiencies relating to the administration of HEW programs and operations. Directs the Inspector General to make additional investigations or reports as necessary or desirable and to provide information to Congress upon request.
Enumerates the administrative powers of the Inspector General. Transfers to the Office of Inspector General the functions, powers, and duties of: (1) the HEW Audit Agency; (2) the HEW Office of Investigations; and (3) such other offices or agencies, or functions, powers, or duties thereof, as the Secretary, with the Inspector General's consent, determines are properly related to the functions of the Office.
