Requires all rules or regulations promulgated by an independant agency or agency in the executive branch of the Federal Government to be submitted to the Congress. Makes such rule or regulation so submitted effective 60 legislative days after the date it is submitted or at such later date as prescribed by law or by such rule or regulation unless such rule or regulation is disapproved by either House of the Congress because it is contrary to law, inconsistant with the intent of Congress, or exceeds the mandate of the statute.
