A bill to prohibit persons who are not citizens of the United States from acquiring more than 5 percent of the voting securities of certain domestic producers of materials used in the production of fertilizers.
Domestic Control of Fertilizer Materials Act - Prohibits any person not a citizen of the United States from acquiring directly or indirectly more than a five percent voting interest in a domestic producer of materials used in the production of fertilizer.
Directs the Secretary of Commerce to require any such non-citizen who purchases after December 19, 1975, an interest prohibited by this Act to transfer such interest to a citizen of the United States as expeditiously as possible.
Authorizes the Secretary to promulgate such regulations as are necessary to carry out his authority under this Act.
