A bill to provide primarily for the reduction of soil blowing; and to control snow deposition and conserve moisture; to protect crops, orchards, and livestock; to provide food and cover for wildlife; to conserve energy; to increase the natural beauty of the landscape.
Shelterbelt Act - Directs the Secretary of Agriculture to carry out a continuous program to establish and preserve shelterbelts. Defines "shelterbelt" as a vegetative barrier with a linear configuration composed of perennial vegetation.
Gives the Secretary authority to enter into agreements with landowners and operators having established shelterbelts whereby the Secretary shall make an annual payment to the landowner for the period of the agreement and shall bear a portion of the cost of establishing the shelterbelts. Provides that the landowners shall agree to place in the shelterbelt program all land subject to wind erosion and to maintain the shelterbelts.
