Revises the Comprehensive Employment and Training Act to provide that qualified private employers participating in comprehensive manpower programs may be reimbursed in amounts not exceeding 50-percent of the salaries paid to low income persons.
States that the planning councils established under such Act shall include persons who have particular disadvantages in the labor market.
Directs that any prime sponsor under such Act receiving financial assistance from the Secretary of Labor shall seek to utilize existing organizations and facilities to carry out programs and activities under such Act. Directs the Secretary to make available to each prime sponsor meeting this directive an amount which does not exceed five percent of the amount the sponsor would otherwise receive under such Act.
