Denies persons convicted of violent crimes from post conviction bail while awaiting sentencing or disposition of appeal unless a judicial officer finds by clear and convincing evidence that: (1) such person will not flee or pose a danger to himself or others; and (2) that such appeal raises a substantial question of law or fact which is likely to result in reversal or an order for a new trial. Places the burden of meeting such requirements on the convicted individual.
