A bill to reduce pollution which is caused by litter composed of soft drink and beer containers, and to eliminate the threat to the Nation's health, safety, and welfare which is caused by such litter by banning such containers when they are sold in interstate commerce on a no-deposit, no-return basis.

Prohibits the manufacture, sale, or delivery for sale of nonreturnable beverage containers with respect to which no reasonable refund money deposit is required from the consumer for use in marketing or packaging any beverage for human consumption.

Prescribes a penalty of up to a $1,000 fine and/or up to 6 months imprisonment for violations of this Act.
