A bill to amend the act of August 12, 1968, relating to the accessibility of certain buildings to the physically handicapped.

Provides that buildings leased by the Government for subsidized housing programs shall be subject to standards established by the Secretary of Health, Education, and Welfare for the design, construction, and alteration of buildings to insure that physically handicapped persons will have ready access to and use of such buildings.

Requires the Secretary of Health, Education, and Welfare, the Secretary of Housing and Urban Development, and the Secretary of Defense to prescribe standards to insure whenever possible that the handicapped will have ready access to buildings subject to their authority (presently the Secretaries are authorized to prescribe such standards as may be necessary to insure such access).
