Dedicates the Chesapeake and Ohio Canal National Historical Park to Justice William O. Douglas in grateful recognition of his long and outstanding service to the people of the United States as a teacher, writer, jurist, and naturalist. Directs the Secretary of the Interior to have the words "Dedicated to Justice William O. Douglas" prominently displayed on all signs bearing the name of the park and to take other actions to call to the attention of the public the fact that such park has been so dedicated.
Authorizes to be appropriated such sums as may be necessary to carry out the purposes of this Act.
