Indian Postsecondary Educational Assistance Act - Makes it the purpose of this Act to provide grants for the development and improvement of Indian community colleges designed to insure continued and expanded opportunities for Indian students in postsecondary study.
Allows the Secretary of the Interior to make grants to Indian community colleges up to September 30, 1981. Authorizes the Secretary to assist in planning and developing feasibility studies and to provide funds for the start and maintenance of such colleges. Directs the Secretary to establish procedures to insure all such grants are properly identified and are not used for other purposes. States that the Secretary shall establish procedures to insure equitable annual funding for maintenance and operation of Indian controlled colleges.
Authorizes appropriations not less than the average of the per capita cost contributed by the Federal Government for operation of Bureau of Indian Affairs junior colleges and postsecondary training schools to carry out the provisions of this Act.
