Changes the standard of liability, under the Social Security Act, in specified civil suits, actions, and proceedings against Professional Standards Review Organizations, or members, directors, trustees, employees, or officials thereof. Provides that such organization, individual, or person shall not be held liable for the negligent performance of any duty, function, or activity of Professional Standards Review Organizations, unless such organization, individual, or person was grossly negligent in such performance.
Authorizes the Secretary of Health, Education, and Welfare to pay the expenses of legal counsel incurred in defending such an action.
