A bill to assist in the marketing and handling of the 1975, 1976, and 1977 crops of feed grains, wheat, cotton, and soybeans.

Makes changes, under the Agriculture Act, as amended by the Agriculture and Consumer Protection Act, in the price supports for the 1975, 1976, and 1977 crops of corn, wheat, cotton, and soybeans.

Stipulates conditions under which the Commodity Credit Corporation may dispose of commodities for which loan levels are established pursuant to this Act. Provides that the obligator under a warehouse receipt held by the Commodity Credit Corporation representing ownership of any commodity shall be required at all times to have the grade stated on the warehouse receipt or a better grade available for delivery.
