A bill to facilitate the sale of U.S. agricultural commodities to be stored in the United States not subject to export control and restricted from resale into the U.S. markets.

Allows foreign countries and agencies thereof and foreign companies to purchase and store United States agricultural commodities or the products thereof in the United States.

Provides that such agricultural commodities or products, if so purchased and stored as a reserve for a period of twelve months or longer upon approval by the Secretary of Agriculture, may be exported without regard to any export restraints or controls.
