Provides, under the Land and Water Conservation Act, that a single visit permit to enter National recreation areas be established for persons who do not buy an annual pass. Provides that such a permit shall allow the holder to exit and reenter the concerned area for a period from one to fifteen days which the administering Secretary has determined to be reasonably and ordinarily necessary for a single visit.
